USPA NEWS - The French Prime Minister, Mr. Gabriel ATTAL, went to Sceaux (suburb of Paris), where he visited Maison France services, located in a priority district of the city, accompanied by the Minister of Transformation and Public Service Mr. Stanislas Guerini and the Secretary of State for Digital Affairs, Ms. Marina Ferrari in order to make announcements on the transformation of the State.
This visit took place as part of the 8th Interministerial Committee for Public Transformation, where Prime Minister Attal brought together his ministers at the Hôtel de Matignon this Tuesday, April 23, 2024, in order to take stock of administrative simplifications. at the service of the French, as he committed to in his General Policy Declaration and the State Managerial Convention of March 12.
P.M Gabriel Attal, delivered a speech by Mr. Gabriel Attal, on the occasion of this 8th Interministerial Committee for Public Transformation, this Tuesday, in Sceaux, April 23, 2024. The Remark, is a milestone, highlighting three priorities for the future.
1- PUTTING AI AND DIGITAL TECHNOLOGY AT THE SERVICE OF THE FRENCH
to rehumanize public service thanks to Artificial Intelligence, to facilitate responses more effectively
administrative requests from users, online and at counters. This will involve providing agents with conversational artificial intelligence.
With a commitment to generalize the expression "Tell us once" and proactive administration to eliminate procedures and simplify exchanges with users who complain about the slowness of administrative responses (delays of several months for delivery of an ID card and/or passport). The goal is to continue the “moment of life” simplification approach around two new priorities: “I am becoming a parent” and “I am sending a child to school”, aimed at parents.
The head of government asks the main ministries to identify 10 simplification measures in each and make these simplification plans long-term while eliminating unnecessary procedures for French citizens and administrative agents.
The creation of a France simplification window is planned to resolve complex administrative situations raised from the field, with the
removal of unnecessary forms, and simplification with pre-filled forms.

2. -BUREAUCRATIZE ON ALL FLOORS
Improving working conditions to give back time and confidence in administrative agents (there are 3.6 million civil servants in France and a decline in interest in these civil service positions). The head of government plans to launch a new program of administrative excellence in administrations to give time back to agents and adapt work organizations to agents' expectations (week in 4 working days and hours aligned with office hours for maintenance staff).
3- BRING PUBLIC SERVICES BACK ON THE GROUND
The also very pragmatic interest is to bring public services back to the field and thus guarantee quality and easy access to public service everywhere and for everyone.
The France services network will be extended to medium-sized towns for everyday procedures and deploy “Aidant Connect” for those who need it most.
The power of the prefect will be strengthened as pilot of the organization of public services in the territories and consolidate State communication in the territories under the coordination of the Government Information Service so that communication on action public is simpler, clearer and more readable
On the digital side, from this summer 2024, a sheet of digital and data route will be implemented in each ministry as well as the Identification of flagship data exploitation projects with DINUM support if necessary.

What we should remember from PM Gabriel Attal's speech is the announcement of 3000 Maison France Services, in 300 towns in France by 2026 "Today I am announcing to you that we are going to extend the France Services program to 300 medium-sized towns.
By 2026, we will therefore have opened up to 3,000 France services houses. We will also extend the range of services offered to our fellow citizens to include the URSSAF procedures for individual employers and microentrepreneurs as well as the AGIRC-ARRCO procedures for supplementary retirement. Through the “Caregivers connect” program, we will allow professional caregivers to complete procedures online “in place of” and with complete legal security. Bringing public services back to the French people also means ensuring that we have all the necessary skills internally." announced Prime Minister Gabriel Atatl, very keen to improve the efficiency of publicized services and make this sector more attractive to future serving audiences, at the dawn of the digital transition and the exponential growth of AI.
